Unless you're italian yourself, you probably do not know about the digital divide here. While we may or may not have differently expensive internet providers, the grand total of the national internet coverage is done by Telecom, which is the national company.
The landlines and stations are almost all theirs. You may switch to a more 'professional' or 'expensive' company, but that just mean they'll borrow Telecom's landlines to then sell their service to you. That, of course, changes nothing.
This causes inflated prices and null renovation in the internet providers' market. Even Moldova is probably better faring than us in this field.
So, while the rest of your post sadly rings true, I'd advise you not to talk about stuff you may not know that well.
