Attack cost algorithm

When attacking a territory, how is the cost determined? Some of our territories cost 3,000,000 to successfully defend, and others 300,000. It has something to do with active players, but I'm not sure the exact algorithm -- or any more specifics than that, really.

Anyone know more?

The algorithm determines the effort costs when a battle opens up and the costs don't change. As for what affects the cost, here:
Firstly, it's based off the size of your faction. The larger your faction is by territory, the larger the effort costs.

Secondly, and most importantly, it's based off of active players in a faction. 'An ''active'' player counts as a player that has played at least a single match in the leadership candidate period.(Or something like that.) The millions you are millions you are seeing is from a time when the massive swarm of people came in from the humble bundle thing. Every faction had massive effort costs at that point and what you are seeing is the legacy of those people. As for the 300k one, it's probably a recent battle that just opened up-long after the swarm stopped playing.
