That's the fire tarp. It used the same in-game model as chem spray does now, but it acted more like the fire extinguisher. It put out all stacks, but had a long cooldown. At that time, the fire extinguisher was more like chem spray. It put out three stacks, but it had a short cooldown. Once everybody figured out the "repair before you spray" thing, nobody who had a clue what they were doing brought the extinguisher.
