Perhaps it would be better off as the clan leaders of different clans having a title they can pass out. Like Strike was saying, some players are the forefront of their clan, or are the only active member of their clan.

Having the ability to pass out an honorary title would be cool. So you could be in Sky Born and are a close friend of many of the Bards, and a leader gives the honorary title of "Bard".
