I could see consumable items working in Adventure mode/Co-op mode/Alliance mode.

It is possible in Skirmish if:
1) it increases stamina regen (rather than giving you stamina straight)
2) it is strictly balanced (because having much more stamina is op)

For instance if you use it you can't use any other tool for one minute (regardless of how long you're using Tonic, so you'd want to use it when your stamina is depleted) and/or you can only use it when not on the helm.

It would be a +[n]% stamina recharge rate for [c] amount of seconds usable every [y] amount of seconds. with [z] amount of hair loss. Since it is in the Pilot/utility slot, anyone can use it. I feel the loss of a pilot tool or spyglass for crew would be a large enough trade not to need any other consequence.

The 'Taking a nip' animation would make it all worth it.
