That's a great question. If we don't have enough sign-ups for a full lobby after the first match-up, we will begin asking the sign-ups if they'd like to have a go again to fill subsequent lobbies (without a points benefit). Worked out pretty well last year, and it's a lot like the mercenary system in Aerodrome.
Thanks for that catch, the mobula is supposed to be where the goldfish is in tier 2. The meta shifted since the original document...mistakes were made.
