Dang it!
The ONE time I don't post my crazy, outlandish theory in exchange for a more boring (but more likely) one, it turns out the first part of the crazy one was correct.
I should have known I was correct from the last line of the 7th verse: (

99 Luftballons is a song by Nena about the Nuclear Holocaust, an event that probably happened a long time ago in the Guns of Icarus world.

Summer, obviously in the season we are in.
The fourth verse talks about a "war machine" and "Focusing it on the sky." And here we have Ducks. On a Galleon. If there isn't at least one Lumberjack on that ship, I'll eat my hat.
Now, I should probably say where I'm going with this: We're eliminating verses one by one, until we're left with a hint about what's to come in the remaining verses.
Next we have "worry, worry, decision-scurry" in the fifth verse. If we have a looksie in the top-left, we can see that the A.I. is on repair, even though we have 4 people (presumably) on the ship. I only set an all-A.I. to repair when I "worry, worry."
The 6th verse is one of the verses where I have nothing relating to our picture to eliminate it with, and it ties in with my final theory at the end.
7th verse is an either/or. We have talk of "super high-tech jet fighters," which COULD be our A.I. planes, but I'm not sure those are ever showing up in skirmish, and I don't think this is the event that's coming up.
This 8th verse, I'm excited for. I'm saving this theory until the end, because I think it's most likely.
In the second to last verse we can see "In this dust that was a city"
Our friend "Float..." here is on the Paritan Rumble (what used to be a city) in the DUST Rider costume.
Float... here is holding a single red balloon, also knocking out the last verse.
Now, for my final verdict. A compilation of previous Crack-Pot theory, thought too crazy, even by me, to be posted as a serious guess. However, with Calico Jack confirming the first part of my theory, things seeming to fit together a little
too well, and my name being mentioned in the song, I present it to you now.
The third to last verse, one of the the only that can't be eliminated from knowledge of the picture contains the line:
"With orders to identify, to clarify and classify" this MIGHT imply we finally have a distinction between Captain's Chat, Crew Chat, and Party Chat, confirmed for the patch date, the 19-24th!
Anti-climatic, I know, but it's the best I got.
