How do I remove the Chat Box help window?

How can I remove the Chat Box help window that says "Use this Chat Box to communicate with players in the global lobby, in your clan, or in your match"?  It is blocking buttons when I try to set up a match.  I can't seem to resize, move or dismiss it.

Turn off tutorial text, in the options menu

In the Options Menu, I have set the Tutorial Text to Disabled.  That didn't work.  I exited the game and reloaded.  I confirmed that the Tutorial Text was still set to Disabled, but the Help Window is still there.
