It does not. The rain on Water Hazard is purely cosmetic.

It-would be nice if the environment would influence the weapon. De facto, clouds or dust storms strongly influence sniper / long-range weapons. The idea is that rain should reduce the chance of fire. This would add an interesting tactical decision: to hide from flamethrowers in thunderclouds.
