I generally don't intervene in the forum, but I simply cannot let such a blatant lie pass.
Mallet/Spanner is the only logical choice, and here is why:

- Authoritative argument: Muse, in their infinite wisdom, identified their original mistake. They quickly proceeded to present the mighty Mallet/Spanner as the best and most efficient tool order to all future players and AI alike.

- Historical accuracy: in a game about giant battles between airships with piercing-weapon-proof balloons, realism is obviously a serious matter! And it is common knowledge that Mallet should always be placed to the left of the Spanner on any self-respecting tool rack, silhouetted or not. Borderline common sense.

- Gameplay argument: when you want to hit big, you call in the Mallet. There is no finesse to it, you smash any up-left key with all your might! Ain't nobody got time for this, you don't want to end up as raspberry! The (1) key is the perfect panic button, suiting the Mallet's role neatly.
It's the same reason as why you place your fire-fighting tool in slot (3): you absolutely need to quickly grab something that does not repair! So you go as far as possible from any repairing tool! Hitting the upright of those three keys.
Spanner on the other hand is a more refined tool, relying on calculated hits at key locations, on small changes with comparatively big effect. Here is why having Spanner on (2) suits this more; you need to be careful about which one of the three keys you hit. You need precision. The (2) key, being stuck between (1) and (3) is obviously perfect for that. Precise key press, for precise repair duty.

- Rhyme-as-reason effect: Mallet/Spanner makes you stronger!

- Subliminal stimuli: Today I woke up on the wrong side of the bed and later proceeded to use Spanner/Mallet. FML.


If after all this you are still not convinced of the rightness of Mallet/Spanner, I cannot help you.
