Well, its not wrong. But it's not detailed enough to explain the complexity of balancing a PvP game.
I think the best example of game balance is starcraft II.
Blizzard released the game. Quite a few things were broken/op (like that early Reaper Rush). They fixed them pretty quick.
Some things were still a bit imba, so Blizzard kept twicking the numbers slightly. (1 or 2 seconds to research time. 25 or so increase to unit cost. etc. etc.)
When things were still broken, a unit was overhauled. (Void Ray, from stacking beam to activating beam).
While Blizzard was doing all that, players came up with their own balances. Coming up with strategies and unit compositions to counter what had previously seemed overpowered/imbalanced.
The above happened for a few years until the game somehow was balanced almost perfectly on all levels of play. For a while, Blizzard didn't release a huge balance patch (until Heart of the Swarm Expansion came out). And even after HoTS, the balance is finding itself.
Of course, almost no company has the resources Blizzard does. But the system of slightly twicking the seemingly imbalanced, overhauling seemingly broken, and letting the players come up with strategies (and reflecting that into balance), is a system I think Muse can use.
Balance patches should be spanner then mallet. Not mallet then spanner.

Scissors obviously has the best perspective on this game. Rock is too caught up in high level play to concern himself over what the average player's experience is, and nobody would respect the opinion of a filthy casual like Paper. I say Scissors should have a seat on all future design meetings to make sure that his interest are protected in future patches.

That is why I say a paper cut would hurt more. You expect to get beaten by rock and scissors. One is hard, the other cuts. Paper though, when you lose to paper it just stings. You can feel, deep in your soul, that you should not have lost, making it sting so deeply.

Paper only wins because Rock feels bad for it and throws the game. Rock would win if he played serious, but he doesn't want to drive off Paper. A community consisting only of Scissors and Rock would get boring quickly.

Paper lost the last 5 matches to Scissors and is thinking about copying Scissors' strategy. He would have done so already except for that one time he totally wiped the floor with that Rock guy. Clearly he is doing something right, and just needs to learn how to apply the winning formula he used against Rock to take down Scissors.

Would it really require that? Just have, like, a gunner on the bottom with Heavy, Greased, and some ammo of choice, maybe Heatsink, chilling on the bottom deck, and then each engi with Heavy. Everyone goes about normally, except you're always in close.
So, maybe.
But I don't really see how it's any different from your average close disable.

One side of a Junker has double carro, the front mount is also carro. The right side is usually meta.

No ANYTHING, more like. One carro is usually always Heavy, for disable. Others usually use Greased to screw up the balloon.

Right side is never meta for a true Pineapple build. Left and front guns are carro, right side is dual Hades. Original 'I have a Pineapple' had dual mortars, but upgraded to the Hades. Other variants are dual mines or mercs. Never a Gatling. Pilot tools vary a little, but are generally Moonshine, Impact bumpers, Claw, and Buff.
The method of flying is a secret only divulged to those on the ship. ;)
