Add a Jury Rigged Buff Kit.
Doesn't fill up buffbar, but adds a repaircooldown, so it works like all repairtools besides dyna industries.
Damages the component for 33%
Has double the effect of normal buff but the repaircooldown lasts for half the duration.

What I understood is something like - make a bufftool which works like other tools (meaning - it takes cooldown) but damages the component.

So insta buff with double effect but adds repair cooldown. And component takes 33% damage.
Interesting. I would like to see what it would be like in practice.
Also im not sure how much cooldown there would be- that is unclear to me. (Did you mean half of the buff duration?)

Yes, half the buff duration as repaircooldown. It's double as effective as normal buff and instant buff so I felt only damage to the component wouldn't be enough of a downside.

.... So I have my engie buff my hull, then immediately die because it's impossible to repair the hull for pretty much as long as the fight will last? Pass.

Even if we consider the hull health in a few ways.
Say the Hull Armour is set to 100 in this case.
Armour plus normal buff is 130.
Armour plus jury buff using the same idea is 160. But with 33% taken off.
We can either: Take of health based on normal hull armour. I.e 33 points. Leaving us with 127.
Or take off 33% off of the 160 points. (160*0.67) Which leaves us with 107.2.
Or take 33 from 100 first. Then increase maximum hull to 160. Which means we will have 67 hull armour.
So then the jury rigged is 3% or 22.8% less effective than buff hammer. Or potentially 33% less effective than a normal hull armour.
All of this with a minute long cooldown. Big nope on hull.

Or you buff the hull before the engagement actually starts and are left with repairable hull that has 160% for half the duration of a normal buff. Timing becomes harder to manage as you want the cooldown to pass before the engagement starts, leaving you with a higher risk/reward.
