if you dont like a second gunner, why didnt you ask some friends or explaining to the person why he shouldnt go gunner.

did u really try that?
if u did u would know that it works sometimes but most of the times 2nd and 3rd gunners join ingame, so they wont change anymore. or they just dont listen in lobby.

I dont mind if its just a game, letting mindless monkeys run around.
Most of the time i still win because I have a solid ship build.

i am not complaining that its only me that loses. its also my enemies that lose and make the game not worth it playing. as captain i have 122 wins 44 loses. so thats not a cry suggestion. its a suggestion to make the game more fun.

This has been suggested before, in just a different form. Basically, give the captain the ability to "lock" crew slots as a certain role, so that you eliminate the 2 gunner, 2 pilot, ect. situations. I would still love to see something like that implemented.
That said, in my experiences, asking nicely nets the right result 99% of the time. If your boat is not ready, then don't ready up. Most players not willing to listen to you, also have low patience, and will leave. If you are more concerned about mid-game joins, either wait for a full boat in lobby, or pray. If you get that 2nd gunner, just tell him why you don't need one and ask him to change or politely leave.
In short, it would be nice, but I don't think it's on the priority list.

"Has to be" is a very strong statement. There is a plethora of other stuff I'd like to see get fixed first before we get into something which is quite often fixed by saying "Hi, person x, can you please switch to y class?"

That said, in my experiences, asking nicely nets the right result 99% of the time.
Even at 99% in a lobby with 16 people you have a 1 in 6 chance of finding that 1% guy who will not swap class or equipment. With the gentleman's agreement most of us have of not forcing a captain to fly until they are ready, this is leading to a lot of slow to start games. Also once the game is underway, you have no control over who takes over the AI slots. It is rude to ask some one to leave now that leave count it being tracked.
I propose an idea:
Have the lobby allow for free crew formation regardless of class, but anyone who wants to join mid game be forced into an engineer if their is already a pilot and a gunner. Maybe with a popup message saying "There is no more room on this ship for a gunner/pilot, do you want to swap to engineer?"

I'm generally against forcing players to play a certain way. Although I have to admit that getting double gunner (or even double pilot, or triple gunner, etc) can be pretty frustrating and difficult. Just asking generally gets the desired results.
There's plenty of reasons for failing to comply with the captains requests, but if it's because they simply want to be a problem, forcing them to change roles won't make the match any less unpleasant.

HamsterIV's suggestion would solve the problem of forcing people.
Some people just turn off the voice chat and dont look down in the chat often. (especially new players)

Blocking second pilots from joining running games is pretty key to me. Gunners being second on the list.
I was in a match a few days ago where we all 'AI'ed up' due to lack of time. Within a minute, My ship was crewed by two gunners and another pilot. Our explosions were glorious as our bits peppered the ground.... but not a fun was to be had.
