When is the best time to fire the lightning gun?

GFJ:
I know the weapon does more damage the more it's charged up, and it can only be held for so long, but I was curious as to what the red marker means on the charging dial.

When it enters the red area does it:

a) Continue getting stronger
b) It's at its max charge, and doesn't get any stronger
c) It's been held too long and actually gets weaker

Or something else? When does the gun do the most damage, and what effect, if any, does the red area have?
