So, apparently the Heavy Cavitation cannon/ Railgun is Arashi...

Where are you getting this new lore from? Anglea was always known to be high in tech but they'd "import" people in to solve it for them. AKA: Kidnap. Their mindset was kinda fanatical about just the old world. The ultimate fan boy/girls. The one who buys a super awesome mega gaming PC yet doesn't know jack about how it works, just pretends to know till someone catches them in a comment.
Chaladon was considered as more #2 just overall due to it's lack of destruction. Less weapon based technology, more just overall tech that survived or has continued to be refined since the old world.
Arashi, was probably 3rd due to found tech but it was never noted they were super proficient with making it. They were just smarter than Anglea with using it. They'd be more prone to figure it out rather than stand around obsessing over how cool it it.
However, Yesha it seems just keeps getting stronger despite all of them. Guild money builds them up so they have to get tech from somewhere. With their resource strength, they can easily afford to buy it or trade for it. So you have the potential where Yesha can vary quite a bit depending on who makes what or finds what. Also who buy's from whom.
Guild...well probably like Yesha but more on the lines only using something if it is of benefit to them. Probably would be the defensive specialists.
Fjordlands...I'd guess sharing with Chaladon but probably would view some types of enemy tech as "commoner filth" and wouldn't touch it.

yesha's strength is that their society is meritocratic, their agricultural system is stable, and their population is massive. this means that they have decent commanders, leaders and lots of everything. their R&D is as good as people can do, but they arent reverse engineering the archeo-tech, so they are behind those that are. they have HUGE shipyards though and a huge navy, so they have lots of ships to compete with anyone
the barons of the fjordlands are all vying for power between each other and against outside forces. they dont have the wiggle room to be squeamish. they have managed to create a pretty stable nation though, if a little socially stagnant. the people are strong and honorable, the fleet is diciplined, and their firepower massive. people are flocking to the baronies from that big middle part of the map, causign them to start worryign about food shortages, but other than that, thigns are actually going pretty well for them.
the chaledonians are improving at a frightening rate, but they started WAYYY later than everyone lese. their tehcnologies arent generally all that military, except by accident, and their society and agricultural base are unmatched. their military is alittle too elegant though to stand up to the huge fleets of the other nations, i feel. at least for now, the shrike seems like a move in the heavy direction that might tip them into the power position

Everyone loves a good story, do you not too?
If a story is filled with holes tho, it's a delight for some people to go look for detalis that may help to fill said holes.
For example I despise soccer, but I don't go around saying ''Why are you so obsessed with soccer? It's not like it really matters in life!'', because I simply understand that to be happy you just have to not be an asshole and let people enjoy what people enjoy.
Unless they are being assholes about it, in that case it's war, metaphorically speaking.
