I think the greater problem is that the game is rewarding people for not playing the airship combat aspect of it. Just like pre crazy king 5 location capture point maps. Once the optimal strategy of taking 3 squids and running for unguarded points was discovered, the game became an exercise in captain coordination where the crew were just glorified spotters and engine fixers.
Muse needs to reassess what kind of behavior their game mechanics encourage, because explicitly blocking an non-fun optimal strategy without addressing why it is not fun will only result in the player base adopting the next most optimal strategy even if it is just as non-fun.

I think the best way is to NOT count a VIP kill that the other VIP has dealt no damage to. You want to chickensquid off in a corner? You get no points for your team.

But that still makes match long and annoying for the opponents. Also possibly game breaking.
Ban 2v2 vip. Just do it.

Do it. 1 point for escort kills, 3 for VIP kills, 5 for VIP-on-VIP kills, winning threshold set to 15.

The idea is sound. I think the basic reluctance is due to the fact that it may be "too complicated" to grasp at first(vide: youtubers promoting the game). You can always minimize the damage of those matches through implementing a global match timer of 30 minutes.

Until you take a merc front and gently carress the enemy VIP across 3km once before returning to the same old tactic.
Nothing changes, just that the squid gives the enemy one, and only one opportunity to catch it while attacking before it "tags" it's enemy. That is until you introduce distance/damage thresholds, but I'm not committed enough to this idea to argue that.
