It seems that you joined the game at a bad time. I can attest to the fact that it isn't usually like this, and what you're seeing is a recently arisen issue. Most of these have cropped up due to lots of new players, particularly Russians. This has created a bit of a language barrier. As for the voice chat, it appears that you just ended up with bad teammates. Most players use their voice chat in order to organize their crews and give them orders. As with any game, though, there are some pretty nasty people out there. And on the subject of server issues (particularly the countdown time before the match), Muse is working on that right now. It just started happening today, it seems, and it shouldn't be long before it's resolved.
