Hwatcha suggestion

I misspoke Keb and meant that the heavy carro shouldn't be made more powerful because hwatcha is OP. I'd still like an increase in the up and side arcs of Hcarro, but it's pretty balanced and I don't think it needs more dps.

I like this idea. It's a good alternative to increased jitter.
