The Hamster project was developed when a congressman entered the room his grandson was in and saw the child watching a show called "Hamtaro". Naturally the congressman immediately thought of how to use hamsters as spies, placed in the homes of enemy officials as pets for their children. As of yet, the results are inconclusive.
