The spire wants range and open distance while you want close range and obstacles.
If you did manage to get the jump on a spire who is up high, they can burn and avoid fire while positioning to hydro up and shoot. This is where chute vent comes in handy on fish because you can ram hard downwards which limits maneuvering and puts them closer to the ground- spire death. Using stamina to ram downwards is similar and a buffed balloon is great.

The spire might bring drogue chute which slows their fall and reduces impact damage by 25%. You have to be point blank so they can't shoot while popped. They might bring both drogue and hydro which means they'll hydro before you pop, drogue until balloon is rebuilt, and hydro stamina when it's up.

You'll win if you coordinate. A hwatcha or blender fish can be great against spires, especially spanner mallet buff burst hwatcha. Fish are for disabling and you can each keep a spire locked down. They die if you ram them into anything.
