No visible crew on enemy ship?

Your link is blocked for me at work. They removed the toggle for seeing crew on other ships (used to be called Extreme Detail) because it was indeed a performance issue for many players and as far as i know, it is simply included now at the highest graphic settings instead of toggle-able.

Could you describe what setting it is that toggles this?

I'm running everything at max and still can't see any crew except my own.
Is it possible to enable this via an .ini-file perhaps? If so, where can I find this?

I was under the impression that it was removed completely (for network rather than local graphics performance reasons?), as I've always used highest graphics settings and never seen any crew on any other ship during a game... Considering I only got the game about a month ago, and that was when the last posts in this thread were, it may have changed around then.
Some posts here are talking about spectator mode though, and there I do see crew members, when focussed on a particular ship.
