You see, this is a representation of the world.
The 'Boss' is the first world countries, the Son of the Budget Horse are the second world ones, and his children are the third world.
The fabled "Budget Horse," of course, being the World Wars.
In a spot of economic crisis of caring for its third world neighbors, the second world cries for help to the first world, the first world sweet-talks the second world into enslaving the third world, they very ones he was seeking help for in the first place.
The first world gets 6 times the work, the second world thinks they've done something good, and the third world is left in the dust.
