Actually, my friends and I had this same idea a while ago. I think it would be a cool implementation. And I personally don't think it really takes away from the dogfighting because even though it's a flare "gun" it's not a gun like an offensive weapon.  :)

And I would imagine that this tool would be brought by a crewman instead of a pilot.
