Early Build Weapon?

Hey guys, so the other day I just went about surfing the web, and when I was looking up some GoIO images, I found this:



I know this is from the Development Build (hence the title in the lower right-hand corner), but I must know, what kind of weapon was this? What were its intentions? Or was it a design for one of the weapons we have now?

I'l admit that was the initial feel I had off-hand when I first saw the image, but the more I look at it I want to say it was a flamethrower of sorts. Anyways, I'l leave the others to decide what it is.

Flamethrower was my second thought.  Maybe some kind of anti-bloon flak?
