Just to really confuse the issue, CET and GMT moved to daylight savings in the early hours of this morning (Sunday).  The relevant current zulu times are now CET+1 and BST.  Depending what Phoebe is intending as s start time, this could throw people out by an hour.

UTC is really the only useful time zone for international communities.  But you do then have to remember your current local offset.
