Sounds for PM's and ready captains

Man, it would be great if people would mention it before they alt-tab in a lobby.  Most people don't and it can be pretty frustrating.

If I were alt-tabbed and got a PM even if it made a sound, though, that wouldn't help me because if I tab out I get a repeating loop of the last bit of sound that played before alt-tabbing.  Do people know that Steam has its own web browser?  That's what I use so I don't miss important lobby happenings while I entertain myself...

I suggest one thing, be fair for those who are unable to hear. All sounds should be with a visible notification as well.
