Leader does not necessarily mean pilot, but it's not surprising that you'll find a lot of pilots running for leadership positions. Leaders don't have to play if they don't want to, but they are in charge of final rosters, ship selections, all the way down to player loud-outs if they want to be. They are in charge of the team for that single event and can be as strict or loose as they feel is best to lead the team to victory. I choose to split power into two people for a couple reasons. First off, that's how power has always worked in Guns of Icarus. You have multiple independent pilots, who have to come to a consensus if you want to win. Secondly, I modeled it off of the old Roman Republic method of electing two consuls. Thirdly I wanted to avoid situations where everyone only voted for themselves. Fourth, I wanted to guarantee that if the leadership for one event became unpopular, they wouldn't remain in charge simply by force of political power and the spoiler effect.
