It could pull ships out of gun arc if it had some massive pull strength... I can think of a few blenderfish builds that could use that

Unless the harpoon makes ships travel at warpspeed into a wall, it'll never be anything other than a weapon for neglected weapon mounts. Rear of Galleon or side Pyra. I used to use one on my galleon before mines.

Considering GoI is a lot about positioning I could very well see myself toying around with a harpoon that affects the towed ships in a intuitively predictable manner.
