I believe it is referring to an inconsistency between the ability to 'spot' vs. 'captain target' a ship. Check the CaptainTarget keybinding under Global. Here it is in action:

Wellll...... you don't have to be in first person view, but when you're in 1st person you have a little 'reticule dot' you can use to aim. In 3rd person there is no 'dot' so you have to aim blind. Its really hard, but possible. (i.e. there are some pilots that have been practiceing doing captain targget in 3rd person and have gotten pretty good at it),
