Settle down, children. There are female versions of kilts, so yes, there would have to be a female version, but I highly doubt they'd be as "breezy" as men's kilt's generally are. I'm almost positive that women's kilts have undergarments.

Now, it should be noted that in my search for a female kilt, I was unable to find one that was vaguely decent and un-slutty. I'm not saying that one isn't out there, but it may be harder to find it.
