Chem Spray needs a buff

Remember that chem has no cooldown on undamaged components, so getting a spray in right before an engagement starts gives you the full 20 seconds for free.

I have a little question:

If something is already chemsprayed and you chem spray it again does it refresh the timer? I'm assuming so but just want it validated :)

Just putting in my 2 cents but I think a 9 second cooldown would be excessive by a good margin.
