Weird, heard from a number of people it was 13. My mistake then.

It was 13 before 1.3 when the level cap was raised to 15.  I don't think anyone ever earned it when it was at 13 though.

Well, I give up then. Pretty much impossible with these must do x against level 4+ pilot achievments.
