Hidden under the barren, stripped terrain of the Flayed Hills badlands are seams of iron, copper, and something even more precious: clean, fresh water, locked away in deep underground aquifers. Old, half-built wells dot the landscape of this wild, contested territory, and the water is still there for the taking—for as long as you can hold the hill.

The Flayed Hills are not far outside the borders of the Yesha Empire, which considers the exploitation of nearby resources its natural right. Clean drinking water is not plentiful in the mountains of the Rusted Range, and the Empire needs to find new sources to meet increasing demand in its growing cities.

Cutting out the costs of the Yesha merchant middlemen that supply much of their needs at a significant premium, the towns of the Arashi League have banded together to mount their own expedition to collect water straight from the source and transport it home to the parched and dusty Arashi desert far to the south.
